John Giorgis

John D. Giorgis serves as the Director of Performance, Evaluation, and Enterprise Risk at the U.S. Department of Transportation (DOT) and DOT's Chief Risk Officer, Evaluation Officer, and Performance Officer Designate. He manages the implementation of key Departmental performance, evidence-building, evaluation, and enterprise risk management (ERM) activities. John was Director of the Office of Strategic Planning and Analysis at the Federal Transit Administration from 2012 to 2023, where he oversaw strategic planning, performance measurement, program evaluation, and data analysis. He also oversaw the development and implementation of FTA's transit asset management rulemaking; modeling public transportation investment needs for DOT's biannual Conditions and Performance Report to Congress; and the National Transit Database, which collects comprehensive data reports from every transit system in the country. He originally joined FTA in 2005 as a Presidential Management Fellow and was the National Transit Database Program Manager from 2007 to 2012. John spent the first six years of his career as an economist at the U.S. Bureau of Labor Statistics working on a number of transportation-related industries for the Producer Price Index Program.

John holds a bachelor's degree in economics and geology from Case Western Reserve University and a master's degree in applied economics from Johns Hopkins University.
