Chrissy Fowler

Chrissy Fowler is the Director for the Payment Accuracy & Reporting Group (PARG) within the Office of Financial Management (OFM). Mrs. Fowler has 24 years of expert knowledge and experience with overseeing the improper payment measurement programs at CMS as required by the Payment Integrity Information Act of 2019 (PIIA). This includes overseeing improper payments for some of the largest programs, which responsible for the recognition of 54 percent of the government improper payments reported in 2023 (i.e., Medicare Fee-for-Service (FFS), Part C, and Part C; Medicaid and the Children’s Health Insurance Program (CHIP); and the Advance Premium Tax Credit programs). In addition, Mrs. Fowler oversees the CMS’s annual improper payment risk assessments as required by PIIA. Mrs. Fowler manages an annual budget of approximately $115 million overseeing 11 contracts. Prior to her arrival at CMS in 2010, Mrs. Fowler had 10 years of experience with the Office of Inspector General (OIG), Office of Audit Services (OAS), where she worked on complex performance and financial statement audits, including the oversight of CMS’s improper payment measurements.

Mrs. Fowler is a graduate of Samford University in Birmingham, AL with a Bachelors of Science in Business Administration majoring in Accounting.
