David L. Fuller

David began his service at the National Institutes of Health (NIH) in 2007 as a Fellow with the NIH Administrative Fellows Program (AFP). Through the AFP, he served the National Institute on Arthritis, Musculoskeletal, and Skin as an Administrative Officer with the Office of the Director and the Intramural and Extramural Administrative Offices. Upon graduating the program in 2009, David worked at NIH’s National Institute on Aging and Center for Scientific Review overseeing their risk management programs. David currently works as a Supervisory Management Analyst at the NIH Office of Management Assessment in the Risk Management Audit Liaison Division (RMAL). In this capacity, he oversees the NIH Agile Internal Controls Assessment Group where he leads a team of federal and contracting staff to effectively conduct NIH-wide internal controls assessments. In addition, as a member of the RMAL, David supports the overall risk management strategic planning, communication, and training activities for the NIH. David also serves as a liaison to the NIH risk community by providing technical assistance and risk management expertise. As a result of his successful efforts across the NIH, David has received a NIH Director’s Award, CSR Director’s Award, and two NIH Group Merit Awards. Prior to serving the NIH, David served as a Legislative Aide to a Washington State Legislator. David has also served in the U.S. Army as a Senior Communication Specialist for 11 years on both active and reserve duty status. David earned his Bachelor of Arts in Political Science from the University of Washington and his Juris Doctorate from Seattle University.
