IRS Enterprise Risk Management (ERM)
Caren Toomer serves as the Director, IRS Enterprise Risk Management (ERM). Leading the day-to-day operation of the agency’s ERM program. Caren came to OCRO to lead the standup of the Cross-functional IRS Insider Threat Capability. Caren has been with the ERM program since January 2020, serving as the Insider Threat Technical Advisor to the CRO and a Senior Risk Advisor for ERM. Caren has been with the IRS since February 1985 starting in the mail room at the Ogden Service Center. Moving quickly into AUR and then into the Human Capitol Office for over 30 years. Caren worked in several positions in HCO. Caren worked to stand up the Benefits and Services Team BeST as one of the first specialists. Caren was the Associate Director over the Employment Center East and South managing over 200 employment personnel. She participated and then led the HR Technology team that stood up and managed the automated hiring processes. Caren served as the Associate Director over the Jobs Online Solutions team and enjoyed several years as an instructor teaching hiring process to all employment personnel. Caren and her team received the Eagle Horizon award for the standup of the IRS Surge Capacity Force assisting recovery efforts with FEMA during the 2017 hurricane recovery in Puerto Rico, Florida, Texas and the Virgin Islands. Caren graduated from Weber State University and currently holds the Insider Threat Program Management Professional Certification from Carnegie Mellon University.
